Matt Williams

Matt’s passion for construction began at a young age. Throughout high school, he worked with a local masonry company to expand his knowledge and learn about the industry. While attending college, he worked as an intern for a large commercial general contractor, gaining experience in every aspect of construction from estimating, preconstruction, and scheduling to on-site project management.
Attending on a full academic scholarship, Matt graduated summa cum laude and received a Bachelor of Science degree in Construction Management from Arizona State University. After graduating, Matt’s dedication, commitment, and out-of-the-box thinking earned him a promotion and a permanent position. Matt gained experience working for this and another General Contractor specializing in all types of commercial and residential construction before starting Blackhawk Construction, LLC.
Matt’s project portfolio is very diverse and includes everything from small retail stores to a large student housing development. He possesses particular expertise with various types of renovation and tenant improvement projects and is extremely familiar with those that involve HUD and public funding.
As a managing member of Blackhawk Construction, LLC, Matt will be directly involved with the successful delivery of your project and is accessible to clients at all times. He is responsible for all operational activities.
Debbie Weeks

Debbie possesses over 30 years of experience in the A/E/C industry. She has experience with all aspects of the industry including contract administration, marketing/business development, and overall company management. Prior to the formation of Blackhawk Construction, Debbie worked for 18 years in a management position for a large construction company in Phoenix and was part of the executive management team.
Debbie is responsible for company administration, office operations, marketing, and business development. In addition to accounting, contract administration, and human resources, Debbie oversees all paperwork to ensure compliance with public and federally funded projects.
Due to her experience working both in the architectural and construction side of the industry, Debbie has a thorough understanding of industry practices, processes and standards and their impact on project activities. She excels at communication and works well with owners, partners, designers, public officials, construction managers, and field staff. She is a highly organized, resourceful, and dedicated professional.
Bryan McCulloch

With over 20 years of experience in the construction industry, Bryan McCulloch offers a proven track record of delivering high-quality projects across both commercial and residential sectors. He has been with Blackhawk Construction for the past six years, starting as a Superintendent and progressing into a Project Manager position. In his current role, he oversees all phases of construction—from initial planning and scheduling to final closeout—ensuring every project is executed with precision and professionalism. Bryan has overseen the successful completion of over 20 projects for Blackhawk including large scale multi-family remodels and tenant improvements. He is meticulous with details and excels at out-of-the-box thinking and problem solving
Prior to joining Blackhawk, Bryan spent nine years with Walker Construction, LLC, where he played a key role in a wide range of projects, including large scale retail remodels in Phoenix and Tucson, new custom home builds, residential remodels, and the installation of custom cabinetry.
Bryan’s hands-on expertise, attention to detail, and commitment to client satisfaction have made him a trusted leader on any job site. He brings strong communication skills, a solutions-oriented mindset, and a deep understanding of construction processes that consistently contribute to successful project outcomes.
Chelsie Crewse
Project Manager | Email Chelsie
Chelsie entered the construction industry in 2015, starting as a receptionist for a fire protection subcontractor. Throughout the first year, her responsibilities continued to grow, introducing her to a variety of departments within the company, which included assisting with the estimating/sales team and project coordinator duties. Due to Chelsie’s organization skills, efficiency, and ability to be versatile and learn quickly, she became an estimator and ultimately a project manager. She garnered experience from running a variety of projects such as small retail tenant improvements, warehouse, freestanding emergency departments, medical office buildings, class A office buildings, data centers, hospital renovations, residential high-rises, and much more.
Chelsie joined Blackhawk Construction in January of 2023. She has overseen several high profile and complex projects for private clients as well as the City of Phoenix and City of Mesa. Chelsie manages and leads crews in a way that has earned her the respect of her project teams and subcontractors. She has been able to apply innovative and effective management techniques to maximize performance.
